Why we need this / what value this brings

A lightweight review step catches costly decisions (vendor lock-in, an architecture that doesn't fit the team) before they're built, not after.

When to use this

Once there's more than one person who could make a major architectural decision independently.

How to use or implement this

Start with a simple written decision log (an ADR per major decision) before building a formal review board.
