Why we need this / what value this brings
Regulatory requirements are non-negotiable — violating them risks fines or being legally barred from operating in a market, unlike most other engineering trade-offs.
When to use this
Identify which regulations actually apply before building the features/data flows they'd constrain, not after.
How to use or implement this
Confirm applicability with a real legal read (not just engineering judgment) before assuming a regulation doesn't apply.
